My theory: Since the Forswon Conspiracy quest is "normally" activated when you enter Markath, there is a glitch where entering the city for the first time via "A night to Remember" causes the Marketplace scene to NOT playout, thus never tripping Vigilant Tyranus to appear at the abandoned house.

Furthermore, using the command to start the pre-req misc quest given by Kleppr, the inn keeeper that requires you to talk the the witchhunter aka tyranus puts a questmarker in the same corner of the inn. I assume this is where Vigilant Tyrnaus spawns once the Forsworn Conspiracy quest gets activated.
